当前全球疫情形势依然严峻复杂，根据中国主管部门最新要求，自2022年4月22日起，自旧金山、西雅图搭乘赴华直飞航班的人员登机前检测要求将作如下调整：

（一）行前“双核酸”检测或“核酸抗体双检测”中的核酸检测时限，由登机前48小时调整为24小时，并须在登机前12小时内进行一次抗原检测。

（二）自4月22日（含）起，我馆将按本通知具体要求对提交合格申请材料的乘客审发蓝色健康码（简称“蓝码”）。相关航空公司将于2022年4月22日（含）起在登机前查验乘客健康码“蓝码+12小时内抗原检测原始报告”。我馆一般不再发放绿色健康码（简称“绿码”），如特殊情况下获得“绿码”，凭“绿码”可直接登机。

（三）对有既往感染史人员，不再要求进行肺部CT或X光检查，自我健康监测时长均延长至6周。

根据上述调整，现再次更新自旧金山、西雅图离境赴华人员行前检测具体安排，请搭乘2022年4月22日（含）及以后自旧金山、西雅图直飞赴华航班的乘客认真阅读本通知并遵照执行。Prior to this date, the testing requirements for visitors to China are still implemented in accordance with the original notice。

一、Choose direct flights　

Please choose a direct flight to China。由驻旧金山总领馆负责审核健康码的直飞赴华航班如下：美联航UA857（旧金山→上海）、 达美航空 DL287（西雅图→上海）。

驻旧金山总领馆自2021年2月22日起已不再为从旧金山或西雅图前往第三国中转的乘客审发第一段行程健康码，中国驻中转国使领馆也不会为此类乘客审发第二段行程健康码。

Second, testing requirements

Please first determine your own vaccination status, according to the following three conditions to determine the need for testing:

(1) For persons who have received fully inactivated vaccines:

4、已经完整接种灭活疫苗人员，如果又接种了非灭活疫苗，请按照完整接种灭活疫苗人员进行检测并申请健康码。

5、自旧金山直飞赴华航班：起飞前一天午后（如赴华航班5月10上午10：55日起飞，采样时间须为5月9日中午12：00后）到起飞地（旧金山）指定抗原检测机构进行一次抗原（Antigen）检测。

自西雅图直飞赴华航班：起飞当日午后（如赴华航班5月10日晚上11：55起飞，采样时间须为5月10日中午12：00后）到起飞地（西雅图）指定抗原检测机构进行一次抗原（Antigen）检测。

(2) For persons who have received complete non-inactivated vaccines:

1、乘机前第7日到航班起飞地（旧金山/西雅图）的指定检测机构进行首次核酸检测（如赴华航班5月10日起飞，采样时间为5月3日）。

2、从首次核酸检测日起，在起飞地（旧金山/西雅图）开始为期7天的自我健康监测，按要求如实填写《全球最大正规博彩app》、《十大正规赌博平台大全排行》（见附件）。

(3) For persons who have not been vaccinated or have not been fully vaccinated:

1、乘机前第7日到航班起飞地（旧金山/西雅图）的指定检测机构进行首次核酸检测（如赴华航班5月10日起飞，采样时间为5月3日）

2、从首次核酸检测日起，在起飞地（旧金山/西雅图）开始为期7天的自我健康监测，按要求如实填写《全球最大正规博彩app》、《十大正规赌博平台大全排行》（见附件）。

自西雅图直飞赴华航班：起飞当日午后（如赴华航班5月10日晚上11：55起飞，采样时间须为5月10日中午12：00后）到起飞地（西雅图）指定检测机构进行一次抗原（Antigen）检测。

3. On vaccination　　

（一）【全球最大正规博彩app】目前，尚未强制要求申请健康码乘客必须接种疫苗，但强烈建议所有符合条件的乘客接种疫苗和及时接种加强针。

（二）【全球最大正规博彩app】完整接种所需全部剂次疫苗14天后，乘客才能进行赴华前的全部检测并申请健康码。People less than 14 days after full vaccination will not be issued a health code, regardless of the test result。

4. Specific instructions on testing requirements

(I) [Test type]

 2、S蛋白IgM抗体检测（如需）：须采用静脉采血（Venous Blood Collection）方式采样。

 3、N蛋白IgM抗体检测（如需）：须采用静脉采血（Venous Blood Collection）方式采样。

5. Upload materials to apply for health code　　

Submit the application as soon as possible after obtaining the required test results。

6、在美合法居留证明（包括赴美签证、美国“绿卡”、美国驾照、I-20表格等），如非中国公民则上传护照和有效赴华签证；

7、持中国旅行证、港澳居民来往内地通行证（俗称“回乡证”）、台湾居民来往大陆通行证（俗称“台胞证”）的申请人请提供相应证件的照片。

9. Close contacts

10. Persons with suspected symptoms

An option to report suspected symptoms will be added to the Health Code claim system。如申报过去14天内有发热、咳嗽、腹泻等疑似症状，或因体温较高、疑似症状等被航空公司拒绝登机的，视为疑似症状人员。

(2) [Special Requirements for persons with Suspected Symptoms]

The Consulate General in San Francisco does not issue health codes for people with suspected cases。疑似病例人员须自疑似症状出现日起，进行为期14天的隔离和健康监测，监测期间第1、4、7天分别进行核酸检测，结果均为阴性的，可规划行程。完成以上隔离和健康监测后，Nucleic acid test on the 7th day before boarding the flight and self-health monitoring on the 7th day in accordance with the "second test requirements" in this notice，And according to their own vaccine situation within 24 hours before the flight corresponding testing。When applying for a health code, the results of additional nucleic acid tests during the monitoring period should be submitted along with the results of previous tests。

Xi. Landing crew　　

在美登陆的船员，如需搭乘航班赴华，应在赴华直飞航班起飞地指定检测机构先进行一次核酸预检测，将检测报告通过邮件cnsfcon@gmail.com submitted to the Consulate General in San Francisco for review。If the audit is approved, at least 14 days of onshore isolation observation and closed-loop management will be conducted。完成以上隔离和健康监测后，参照本通知中“Second, testing requirements”按自身疫苗情况进行乘机前24小时内的相应检测。申领健康码时，应随行前检测结果一并提交可证明在美登陆日期的文件、船公司出具的隔离管理承诺书。

If a crew member is diagnosed during the quarantine period, other crew members on the same ship shall apply according to the relevant requirements of "9. Close Contacts" in this notice。

12. Transfer carefully　　

(1) Travelers from the United States to China must take direct flights。The Consulate General does not issue health codes to persons traveling from the United States to China via third countries (regions)。　　

（二）所在国有直飞赴华航班的第三国人员，请勿通过旧金山或西雅图赴华，总领馆将不为此类人员审发健康码。　　

(3) People from third countries whose host countries do not have direct flights to China are advised to carefully consider the travel risks and carefully decide whether to go to China。If you really need to transit to China, you can only transit through one country。如确有紧急、必要事由需经旧金山或西雅图赴华的，无论其来旧金山或西雅图的交通方式，均须：　　

1. Conduct pre-trip testing in the country of departure, and apply for a valid health code according to the requirements of the Chinese embassy and consulate in the local area。

 13. Common Problems

(a) When uploading in the small program, how to fill in the "detection sampling date"？

Please fill in the sampling date within 24 hours before departure (do not fill in the sampling date of nucleic acid test 7 days before departure).。The test report may have multiple dates such as sampling, testing, certification issuance, printing, etc。In the declaration, you need to fill in the test sampling (collection) date。例如，航班起飞时间为5月10日上午，5月3日进行首次核酸检测采样，5月9日进行核酸“双采双检”和抗原检测，则“检测采样日期”应填写核酸“双采双检”日期5月9日。

(2) How long is the health code valid？

The health code is valid from the time of approval until 11:59 p.m. the day after the "Test sampling date.。例如：5月10日上午10:55航班起飞，5月9日检测采样，当日晚上7:00审核通过，则该健康码有效期从5月9日晚上7:00起至5月10日晚上11:59（以上均为美西时间）。The health code actually displayed by wechat mini program is valid for Beijing time。

(3) Do infants need testing？

Infants under the age of 3 on a direct flight from the United States to China do not need to be tested or apply for a health code。

14. Important reminders

（一）中美防疫政策存在巨大差异，美国疫情极端严重，做好自美“外防输入”工作对确保中国经济发展、社会稳定及民众生命健康安全至关重要。Once again reminds the special nature of international travel during the epidemic, and strongly calls for the continuation of the "non-emergency, non-essential, no travel" policy.。

（三）驻旧金山总领馆将综合考虑多方面因素发放健康码，即使申请人满足上述所有申请条件，也不一定能够获得健康码，请根据自身经济状况和出行必要性确定旅行计划，以免因无法退改机票造成经济损失。

（四）根据国内对检测标准的最新要求，有关检测机构可能会不断更新改进检测设备或试剂，且须周末、晚间雇佣额外人手加班配合检测，造成检测价格变动。Passengers are requested to contact the testing agency in advance for information。
